For your translation proposal, you should read this wiki page: http://trac.gajim.org/wiki/DevTranslate which explains how to translate it (make update-po to create the .pot file)

Now if you want to help in development, you're also very welcome, and I suggest you to take an opened ticket, and try to create a patch to fix it.
