 most issues are with servers.

 as you can see in your log, you publish your keys sucessful, you publish
 your device sucessful, thats all is needed from your side.

 now some servers for example distribute the keys only to other contacts if
 you are online, some have bugs and hang, dont distributing anything.

 but you can see all that in the log, if you press send, you can see in the
 log what happens if maybe you dont get keys from your contact, etc. thats
 where i would go and look for the reason.

 i dont want to say that there are no bugs in the plugin, but this,
 publishing keys, getting keys of your contact is very basic and works
 mostly on first signing in, at least after maybe a second logoff/logon. if
 not in 99% there is a server issue.
